Among the leaders who led the Philippines through a challenging and revolutionary time is President Elpidio Quirino. He was born on November 16, 1980 in Vigan, Ilocos Sur, and rose through the ranks via public service and education. His early years demonstrate his perseverance; in spite of his lack of prospects, he sought a career in law and eventually passed the bar. Quirino started out in politics as an Ilocos Sur legislator before rising to the position of senator and, under Manuel Roxas, vice president.
