THE LIFE OF ELPIDIO QUIRINO Among the leaders who led the Philippines through a challenging and revolutionary time is President Elpidio Quirino. He was born on November 16, 1980 in Vigan, Ilocos Sur, and rose through the ranks via public service and education. His early years demonstrate his perseverance; in spite of his lack of prospects, he sought a career in law and eventually passed the bar.
